El funcionario calificó a Kiev como «amigos y socios» durante una audiencia en el Comité de Servicios Armados del Senado estadounidense y señaló que «están muy agradecidos» por la ayuda militar proporcionada por EE.UU.

La legislación prevé que los países receptores puedan reembolsar las armas y municiones entregadas en una fecha posterior.
Asimismo, amplía la autoridad del presidente estadounidense, Joe Biden, liberándolo de varias restricciones y largos procedimientos burocráticos.
